First of all, for what purpose do you wanna contact him? I can send a message to him on mixi (read this (http://en.wikipedia.org/wiki/Mixi)) but I'm not personally acquainted with him and it must bother him. If you inquire about the right of that track or something, then you had better ask Bandainamco instead.

Basically, any composers employed by thier companies don't have the copyright of thier musical works probably including scores, so it's not Kobayashi but Namco Bandai Games Inc who can give you permission. You may as well contact them.

I don't know if they reply, though. Regarding such a thing, they are very lazy and often ignore individual inquiries and requests, which indirectly means they connive at personal performance unless you earn money for it.
