Yep, he was. I've only heard one track, as the official OST hasn't been released yet. It's certainly a different style than I'm used to from him, a lot more techno-y, but still very nice. Can't wait to hear more!
Oh, by the way, the track was "Intermezzo"

Its not really unusual that Sakimoto utilizes techno in his music. Its easy to see that he is influenced by techno and if you listen very closely to some of his music from final fantasy tactics, you will see that many of the tracks have a hint of techno in them. Techno + Classical = ground breaking

I got Gradius V last night and have completed it today. I would have to say the soundtrack overall was fantastic. A little different from Sakamoto san's other shoot-em-up soundtracks. His themes in Radiant Silvergun and Ikaruga were like none I have experienced.
Having listened to a few tracks before Gradius V was released I was split and said to myself I'll wait till the game comes out. Well it's out and I am amazed. A few note-worthy tracks are:
03. UNIVERSE-STAGE1-
14. HIGHSPEED-STAGE7-
15. IMPREGNABLE FORTRESS-STAGE7-
16. ELEPHANT GEAR
18. BATTLESHIP-STAGE2&8-
The three in bold are very much Hitoshi Sakimoto and really got me into the game. All in all a great OST. Can't wait for Final Fantasy XII. I dream of a Final Fantasy OST again with less filler music. "i.e. more tracks that standout than those that don't" :D

My favorite track in Gradius V is "CELL". I especially enjoy the dreamy moment at the end of the track, which is excellent. It reminds me of "Lost Forest" from Legaia Duel Saga. I hope he'll use this style in Final Fantasy XII...

Ikaruga is not by Hitoshi Sakimoto

If I liked Kenichiro Fukui's score to Einhander, will I like Hitoshi Sakimoto's score to Gradius V?
Considering that Einhander was the first fast-paced techno game soundtrack that I ever liked, it is my standard of what all fast-paced techno game music soundtracks should sound like.

Two very different soundtracks. Fukui's electronica stylings in Einhander are way more inventive than what Sakimoto does, but that's not to say Gradius V doesn't have it's own dashes of innovation. Einhander is just a bit more creative, and overall more fulfilling.
Although, you should know that neither soundtrack is straight "techno". They both employ lots of electronica subgenres, such as rave, trance, techno fusion, d&b, etc.
